On October 17 at 9:00 AM, the 2025 China Industrial Transfer and Development (Hainan) was grandly held in Haikou. This event, under the theme "共建自贸港 共享新机遇," was chaired by Liu Xiaoming, Deputy Secretary of the CPC Hainan Provincial Committee and Governor of Hainan Province.
Feng Fei, Secretary of the CPC Hainan Provincial Committee and Director of the Standing Committee of the Hainan Provincial People's Congress, and Zhang Yunming, Member of the Party Leadership Group and Vice Minister of the Ministry of Industry and Information Technology, delivered important addresses.
At the opening ceremony, as a key project, WUHAN RIKOMAY NEW ENERGY CO., LTD. and Haikou Industrial Development and Investment Group Co., Ltd. (hereinafter referred to as "Haikou Industrial Investment Group") successfully signed a cooperation agreement. The two parties will establish a joint venture, with Phase I of the project planning to establish a production line with an annual comprehensive processing capacity of 20,000 tons of retired lithium batteries, building the RIKOMAY Hainan Recycling Center.
At 15:00 in the afternoon, the High-End Equipment Manufacturing Industry Thematic Matchmaking Event was held in a vibrant atmosphere. Important addresses were delivered by Sun Shanfang, Deputy Secretary-General of the Hainan Provincial People's Government, and Lei Ying, Deputy Director of the Second Equipment Industry Department of the Ministry of Industry and Information Technology.
At the Thematic Matchmaking Event, WUHAN RIKOMAY NEW ENERGY CO., LTD. successfully signed a cooperation agreement with the Haikou Comprehensive Bonded Zone. The RIKOMAY Hainan Recycling Center will be established within the Haikou Comprehensive Bonded Zone.
Hainan Province possesses a vast resource foundation for lithium battery recycling and regeneration. Currently, the total installed new energy capacity in Hainan has reached 12.08 GW, supported by 1.247 GW of energy storage capacity, ranking first nationally in energy storage allocation ratio.
As of now, the number of new energy vehicles in Hainan has reached 495,000 units. Projections indicate that this figure will exceed 500,000 by 2025 and 1.3 million by 2030. Based on an average battery weight of 0.5 tons per vehicle, this represents cumulative power battery volumes of 250,000 tons and 650,000 tons respectively. Additionally, the island-wide ban on fuel vehicle sales will be implemented by 2030. As of May 2024, Hainan has 3.1636 million electric bicycles, with an annual growth rate exceeding 10%.
The RIKOMAY Hainan Recycling Center will utilize RIKOMAY's proprietary full dry-process short-flow direct regeneration technology. Its products will cover energy storage battery packs, power sources for low-speed vehicles, and high-performance lithium iron phosphate cathode materials. The center is scheduled to commence operations in early 2026.
The island-wide customs closure operation of the Hainan Free Trade Port will officially commence on December 18, 2025. This operation will enhance Hainan's ability to aggregate global factors, allocate international resources, and promote industrial development.
RIKOMAY's unique full dry-process technology will contribute to establishing a regional green closed-loop for lithium batteries, directly supporting Hainan's goal to fully establish itself as a low-carbon island by 2045. This initiative will drive energy structure transformation and build a new zero-carbon energy system.
This project represents a crucial component of RIKOMAY's "1+5+Island" national recycling base regional layout. It also marks another practical implementation of RIKOMAY's mutually beneficial cooperation model with outstanding regional state-owned enterprises in the resource recycling industry. Leveraging Hainan's unique policy and geographical advantages, along with its distinctive technological strengths, RIKOMAY will actively explore green recycling and high-value regeneration of retired batteries from Southeast Asia and the Asia-Pacific region, contributing a "Green Solution" to the globalization of China's lithium battery industry.
